In New Zealand, the SMS industry has become more tightly regulated in recent years, with network operators introducing stricter compliance requirements to help reduce spam and protect consumers. As a result, short code applications now undergo more detailed review and approval processes.
Alphanumeric Support
In New Zealand, there is no alphanumeric sender ID. All messages are delivered via a 4,5, or 6-digit number (a short code).
Short Code Support
There are two types of short codes:
- Standard short code: Allows businesses to send outbound messages, however recipients may incur standard carrier charges when replying to the message. The outbound message must indicate a warning of the user being charged e.g. "Standard SMS charges apply" or "Replies cost 20c". With this short code type, the network operator will charge the business for sending messages [MT], but not for receiving replies [MO].
- Zero-Rated / Free To End User (FTEU) short code: Allows businesses to send outbound messages to recipients and recipients will not have to pay to reply to the message. Promotional/marketing messages must use a zero-rated / FTEU short code. With this short code type, the network operator will charge the business for both sending messages [MT] and receiving replies [MO].
Short Code Compliance Checklist
This checklist outlines the minimum requirements for SMS short code approval and usage in New Zealand, as agreed with network operators.
Consent & Opt-In Requirements
- Consent must be explicit & clearly mention "SMS" in the opt-in wording (e.g. "I agree to receive offers & promotions via SMS and email”).
- Consent boxes must be unticked by default (no pre-ticked boxes).
- Opt-in text must not be smaller than other fields on web page.
- Screenshot evidence is required and needs to demonstrate explicit consent was obtained during online registration. Screenshots should be expansive enough for carriers to see the broader context of the website i.e. size of pop-up and location.
Marketing Messages (Promotional Use)
- All Promotional/marketing messages must use a FTEU user short code.
- The business or brand name must be included within message (recommended in first 1-2 lines).
- Every message must include a clear opt-out mechanism (e.g. “Opt-out Reply STOP” or an unsubscribe link where applicable).
Transactional Messages
- The business or brand name must be included within message (recommended in first 1-2 lines).
- The Outbound (MT) message must indicate a warning of the user being charged if they reply e.g. “Standard SMS charges apply” or “Replies cost 20c”.

Short Code Application Process
The short code application process is as follows:
- Tall Bob customers are required to complete an application form. This can be provided by your Account Manager.
- Account Manager will review the application and clarify any details.
- Account Manager will submit your application to the NZ Telcos.
- Once the short code is approved, it will be setup in your Tall Bob Account, and you will be notified your short code is ready for use.
Short Code Application Timeframes
Once the short code application is submitted to the NZ Telcos, the approval time is approx. 4-6 weeks.
